Tale of 2 cities: Homicides drop in NYC, leap in Chicago

Chicago Mayor Rahm Emanuel, pictured at a flag-raising ceremony at the Chicago Police Academy in October, said this month that "we will not rest" until Chicago's growing homicide rate is reversed.
New York Mayor Michael Bloomberg was crowing.
"The number of murders this year will be lower than any time in recorded city history," Bloomberg said Friday in a statement announcing that homicides in the city this year had fallen to 414 ? the fewest since it started keeping such statistics in 1963.
About the same time Friday, Chicago police were trying to get the message out that their city hadn't actually recorded its 500th homicide this year, as was being reported. A few hours later, they had to backtrack and acknowledge that, yes, in fact, "the city has seen its 500th homicide for 2012."
That's right: There were more homicides this year in Chicago than in New York, a city with three times the population. That means Chicagoans were proportionally 3.7 times more likely to be homicide victims than New Yorkers were in 2012:
Overall, crime is down in Chicago in just about every category ? except the most devastating one.
"We've obviously seen, as a city, our shootings and our homicides going in a different direction," Mayor Rahm Emanuel said this month at a graduation ceremony for police recruits, vowing, "We will not rest" until that trend is reversed.
Grim milestone: Chicago records 500th homicide of 2012
Meanwhile, in New York, "we're preventing crimes before someone is killed," Police Commissioner Ray Kelly said Friday.
New York didn't just reduce homicides ? it reduced them by 19.6 percent. And Chicago didn't just have more homicides ? it had 15.6 percent more.
Both figures are extraordinary. Last year, homicides fell by about 4 percent in New York, exactly in line with other U.S. cities with populations greater than 1 million, according to FBI figures. They fell in Chicago by just less than three-quarters of 1 percent.
While there's always the chance that the changes are just statistical flukes, two concrete factors appear to be at least partly responsible: money and priorities.
New York's police budget held steady in fiscal 2012, at about $4.6 billion.
Emanuel, facing a $300 million budget deficit, by contrast cut $67 million from the $1.3 billion police budget ? a 5 percent reduction that was down from his original proposal to cut police funding by 15 percent.
While Emanuel and Chicago Police Superintendent Garry?McCarthy said the cuts would help the police department become more efficient, Jens Ludwig, a criminal justice expert at the University of Chicago, said it was difficult "to think that you could have budget cuts like these and have no impact on crime and other aspects of public life."

"I have been really surprised at how little attention the local and state budget situation has received in discussions about the Chicago violence problem," Ludwig told NBC News on Friday.
The other factor is commitment, Ludwig said.?
"New York City seems to be exceptionally focused on getting illegal guns off the street," he said.
Ludwig drew an analogy to prosecution of drunken driving.
At one time, the official attitude was that "if the driver is lucky enough not to hurt anyone, it's no big deal," he said. "But (eventually) we started to realize drunk driving imposes probabilistic harm, and so we started to punish the risky behavior rather than focus on the luck of the draw about whether anyone happened to get hurt.
"New York City has taken that idea seriously for illegal gun carrying, recognizing that illegal guns on the street greatly increase the risk that an argument turns into a murder," he said.
Kelly, the New York police commissioner, stressed that point Friday, saying his officers had taken 8,000 weapons "out of the hands of people we stop, 800 of them illegal handguns."?
"We're preventing crimes before someone is killed and before someone else has to go to prison for murder or other serious crimes," he said.
New York City homicides, shootings at modern record lows
Bloomberg made a similar point, singling out what he called the city's renewed commitment to Operation Impact, a 2003 state initiative that pairs new police recruits with veteran officers in specific high-crime areas. The city's participation "reflects our commitment to doing everything possible to stop gun violence," he said.
Left unmentioned was the city's controversial stop-and-frisk policy, which allows officers to search someone as he or she exits a private building if they have a "reasonable suspicion" that the person is likely to commit a crime.
"I think there is some empirical basis to think that all those hundreds and thousands of stops and searches for illegal guns helps keep guns off the street and contributes to a lower homicide rate," Ludwig said.
But the policy is under legal challenge from civil liberties groups, which contend that police use it as a pretext to stop and search people without cause ? the great majority of them members of minority groups.
According to an analysis of raw arrest statistics by the nonprofit Center for Constitutional Rights, which opposes the policy, 84 percent of the 686,000 people stopped and searched in 2011 were African-American or Latino. Only 6 percent of the stops resulted in an arrest. And in only 2 percent of stops were illegal weapons or other contraband actually found.

Statistics like that make it worth asking "whether stop and frisk is worth the cost," Ludwig said. "All the stops come disproportionately to young, minority males."?
A trial date is set for March. In the meantime, Bloomberg said Friday, New York remains "the safest big city in America."

The authors has discussed about to address issues of youth unemployment, poverty and international competitiveness in skills development towards current and projected opportunities and challenges. Numerous reforms in vocational and technical education programs over the years, they still remain greatly detested by students and parents in Nigeria as evidenced in low enrolment when compared with sciences, engineering, banking and finance, and medicine.
The authors was also describe that technical and vocational education in Nigeria is so misconstrued that it has become extremely difficult in management perspective, to administer the program to meet societal ever changing needs. Presently, the program is bedeviled by many challenges that hinder the realization of its objectives as specified by the National Policy on Education of Federal Government of Nigeria (2004). One of these challenges is low enrolment. It is the concern of that enrolment into technical and vocational programs may be low not because Nigerian youths are lazy nor do not want to use their hands to work. But it may be because many Nigerians do not fully understand the benefits, scope and content of the program and lack of vocational or career education and occupation information services to students while in or out of schools.
The authors also mentioned that many of them make choices without proper understanding of their abilities, interests and attitudes. Most of the young people are said to select occupations like medicine, engineering, accounting mainly because of the positions and prestige attached to the job and not necessarily as a result of conscious assessment of the individual?s interests and abilities. Therefore, career education may be a veritable means of providing career awareness and information services to students in order to improve enrolment in vocational and technical education in Nigeria. Students, parents and the society at large look unto the school to help the adolescents and youth make career decision based on realistic abilities, interests and availability. Therefore, it is required to use of career education and occupation information services in boosting enrolment in vocational and technical education programs in Nigeria.
In addition, from the author?s research, they are also identified some of the factors responsible for low enrolment in TVET in Nigeria which are:
1.? Poor Societal Perception: Many people are yet to understand the meaning, scope and content of vocational and technical education. Some view it as education for the handicapped or education for those who cannot cope with the sciences. (Osa-Edoh ,2008)
2.??? Poor Societal Attitude: The attitude of people towards vocational and technical education contributes to the problems in teaching the subject. It notes that in schools, the teacher could be teaching people who are not interested in the subject that is being taught. (Idialu, 2007).
3.???Elitism: Elitism could be described as the belief of a group in society that because of superior privileges, power and talent they tend to hold on to this belief through a system of education that will sustain this group?s interest. (Oviawe and Anavberokhai, 2008).
4.??? Poor Entry Level: Students who enroll in vocational and technical education programs are considered to have low aptitude. The technical schools find it hard to attract good students because there is a strong misconception that they are reserved for the never-to- do-wells and other negative by-products. Those admitted because they cannot find other things to do barely pass through the program because of poor aptitude and attitude. (Oviawe and Anavberokhai, 2008).
5.?? Lack of Recognition: There is a low recognition associated with manual labor in Nigeria. Unlike her counterparts in developed countries, the skilled craftsman does not enjoy the same recognition. (Oviawe and Anavberokhai, 2008).
6.????Discrimination against Graduates of Technical and Vocational Education: There is also the problem of unhealthy perception or discrimination against technical graduates. It was stated that this discrimination is virtually visible amongst graduates of technical schools (technical college, monotechnics, colleges of technology, polytechnics) and university graduates. Up till now, the former is being managed by National Board for Technical Education while the latter is under the supervision of National Universities Commission. countries, the skilled craftsman does not enjoy the same recognition (Ogidefa, 2010).
DISCUSSION
From the above, it shows that the TVET programmes in Nigeria are still not being acceptable by most of the people. Low prestige given to the TVET is the most factors that hinder the participation of the students to the TVET. Other factors like discrimination to the TVET programme, poor entry level to TVET, elitism, etc are also will become crucial if no actions taken to this issue. It is agreed that it was difficult to the government in enhancing or rebranding the educational systems especially TVET as it requires a lot of financial support and resources. However, due to the current globalization of the economy systems, the government of Nigeria needs to do something in promoting TVET as the economy will grow with the support from the TVET. The growth of the country is actually depending on how many unemployed in that country. The less number of unemployed, the more established the country. Few actions can be taken in promoting TVET like career conference, field trip, collaborating industrial training, providing career information center, etc.

Factbox: Key points in tentative deal to avert "fiscal cliff"
(Reuters) - Hours before a deadline for $600 billion in automatic tax increases and spending cuts, U.S. Senate leaders on Monday were working out the details of a deal to avert the so-called "fiscal cliff."
President Barack Obama cautioned there were still "issues left to resolve" in the tentative deal, which still needs approval from the Senate as well as the Republican-led House of Representatives.
Here are details of the deal as it stood at midday on Monday, according to a source familiar with the talks:
* Postpones the $1.2 trillion in automatic spending cuts over 10 years, known as the "sequester." But there was not yet agreement about how long Congress would have to negotiate spending cuts and revenue increases to replace the sequester.
* Raises $600 billion in revenue over 10 years through a series of tax increases on wealthier Americans.
* Permanently extends tax cuts made in 2001 by Republican former President George W. Bush for income below $400,000 per individual, or $450,000 per family. Income above that level would be taxed at 39.6 percent, up from the current top rate of 35 percent.
* Above that income threshold, capital gains and dividends tax rates would return to 20 percent, from 15 percent.
* Caps personal exemptions and itemized deductions for income above $250,000, or $300,000 per household.
* Raises estate tax rate to 40 percent for estates of more than $10 million per couple, up from the current level of 35 percent.
* Includes a permanent fix for the alternative minimum tax.
* Extends unemployment insurance benefits for one year for 2 million people.
* Extends child tax credit, earned income tax credit, and tuition tax credit for five years.
* Extends research and experimentation tax credit, and the wind production tax credit through the end of 2013. Extends 50 percent bonus depreciation for one year.
* Avoids a cut in payments to doctors treating patients on Medicare - the so-called "doc fix."

The N.C. Court of Appeals on Monday upheld a Mecklenburg judge?s order unsealing the secret documents in NASCAR Chairman Brian France?s legal battle with his former wife.
The appeals court ruling is the latest twist in Brian and Megan France?s efforts to keep secret the details of their legal wrangling and the contents of their separation agreement.
Brian France has sought to scrap the agreement with his ex-wife that calls for him to pay the mother of his two children millions of dollars as well as more than $40,000 a month in alimony and child support. The NASCAR chairman claims Megan France breached their confidential separation agreement.
Brian and Megan France also had sought to have the court hearings closed to the public.
The appeals court ruling Monday upholds Mecklenburg District Judge Jena Culler?s ruling in August 2011 unsealing the documents in the Frances? litigation. Culler also overturned an order by a former judge sealing the documents in 2008.
?The public has a right to access court files,? Culler announced in court. ?I feel very strongly that these files should be unsealed.?
The appeals court said it found no ?abuse in discretion? in Culler?s order.
Culler, in ordering the documents be unsealed, found that there had been substantial changes in the circumstances surrounding the litigation between Brian and Megan France. One of the changes the judge cited was that the media had published details about the confidential separation agreement. Another occurred when Culler ordered that the case proceed in an open courtroom.
At a hearing in July 2011, Ray Owens, an attorney for the Observer and its news partner, WCNC-TV, urged Culler to unseal the documents. ?It?s time for openness,? he argued.
But Johnny Stephenson, one of Brian France?s attorneys, argued that then-District Judge Todd Owens? order in 2008 to seal the documents had not been overturned and was still in effect. ?The order is the law of this case,? he told the judge. ?And we have to abide by it.?
Culler, in ordering the documents unsealed, said disclosures about the separation agreement warranted the unsealing of the documents. The judge also pointed out the difficulties of holding hearings in open court about documents that are under seal and issues that are confidential.
?This is simply not how our courts are supposed to run,? Culler said.

Pranav Mistry's Sixth Sense to go Open Source - Hurray !!!!!!

If Pranav Mistry has his way, people around the world can build their own wearable 'SixthSense' --which uses a camera that understands human gestures -- at a cost of less than Rs 15,000 ($300) by obtaining the software he developed for free in the next few months.
Mistry, a PhD student in Pattie Maes' Fluid Interfaces Group at MIT's Media Lab, is the genius behind SixthSense, a wearable device that enables new interactions between the real world and the world of data.
"I notice that it's hard to for these kind of things to market in some sense. . . because I don't want this to comply with some of kind of corporate policy," he told PTI in Mysore on Friday on the sidelines of TED conference being held in India for the first time.
"Rather than waiting for that time to come, I want people to make their own system. Why not?"
"People will be able to make their own hardware. I will give them instructions how to make it. And also provide them key software...give them basic key software layers. . . they will be able to build their own applications. They will be able to modify base level and do anything".
MIT Media Lab’s Pranab Mistry demonstrated the latest version of his Sixth-Sense wearable gesture interface at the TEDIndia conference
on Thursday, where he showed how it could be used to compute using just a piece of paper. Sixthsense was first presented by Mistry at a TED conference in February 2009.
In his latest demo, he attached a microphone to the paper and was able to use it as a touch interface, play 3D games, watch movies, and seamlessly transition work between a PC and his interface.
The demo received a huge round of applause from the audience at TED, but he saved the best for last.”I am trying to make this tech available to people, and I will provide all the open source software for Sixth sense starting next month.” said Pranav Mistry when talking to the host Chris Anderson.
