CARACAS, Venezuela (AP) ? Venezuelan Vice President Nicolas Maduro said late Monday night that he had spoken by telephone with President Hugo Chavez and that the leader is up and walking following cancer surgery in Cuba.

It was the first time a top Venezuelan government official had confirmed speaking personally with Chavez since the Dec. 11 operation. Venezuelan officials have given few specifics on Chavez's condition, and have yet to offer information on his long-term prognosis.

Maduro told state television station Venezolana de Television that the Christmas Eve conversation lasted about 20 minutes. He said the president was walking and doing some recovery exercises. He added that Chavez had given him guidance on budgetary matters for 2013.

"He was in a good mood," Maduro said. "He was walking, he was exercising."

"He wants to send a hug from the comandante to all the girls and boys in the country who will soon be receiving a visit from baby Jesus," he added. Venezuelan tradition has it that baby Jesus delivers gifts to children on Christmas, along with Santa Claus.

Maduro's surprise announcement came after Chavez's ally, Bolivian President Evo Morales, made a lightning visit to Cuba that had added to the uncertainty surrounding the Venezuelan leader's condition.

Morales was largely silent Monday on the details of his trip or even whether he met with the ailing Venezuelan leader.

Morales did not speak to the foreign media while in Havana. Journalists had been summoned to cover his arrival and departure, but hours later that invitation was canceled. No explanation was given, though it could have been due to confusion over Morales' itinerary as he apparently arrived later than initially scheduled.

Cuban state media published photos of President Raul Castro receiving Morales at the airport and said he came "to express his support" for Chavez, his close ally, but did not give further details.

At an event in southern Bolivia on Monday, Morales made no mention of his trip to Cuba, even though aides had told reporters that he might say something about Chavez's recovery. Later, Morales' communications minister did not respond directly to a question about whether the two South American presidents had met face-to-face, saying only that he "was with the people he wanted to be with" and had no plans to return to Cuba.

"The report that President Morales has given us is that Chavez is in a process of recovery after the terrible operation he underwent," Amanda Davila told The Associated Press.

Morales was the second Latin American leader to visit since Chavez announced two weeks ago that he would have the operation. Rafael Correa of Ecuador came calling the day of the surgery.

The visits underscore Chavez's importance to regional allies as a prominent voice of the Latin American left, as well as how seriously they are taking his latest bout with cancer.

Chavez underwent his fourth cancer-related operation of the last year-and-a-half on Dec. 11, two months after winning re-election to a six-year term. He was treated for a respiratory infection apparently due to the surgery.

If Chavez is unable to continue in office, the Venezuelan constitution calls for new elections to be held. Chavez has asked his followers to back Maduro, his hand-picked successor, in that event.

Earlier Monday, Venezuelan Information Minister Ernesto Villegas read a statement saying that Chavez is showing "a slight improvement with a progressive trend."

Luis Vicente Leon, a pollster who heads the Venezuelan firm Datanalisis, said that the government's daily but vague updates on the president's health seem designed to calm anxious Chavez supporters rather than keep the country fully informed. For government opponents, however, he said the updates likely raise more questions than they answer.

"It's more for the Chavez movement than the country in general," Leon said. "There's nothing that one can verify, and the credibility is almost nil."

Maduro and several Cabinet ministers attended a Christmas Eve Mass in Caracas on Monday afternoon to pray for the president.

The vice president and other officials continued to strongly suggest that Chavez would not return in time for his Jan. 10 inauguration.

Opposition leaders have argued that the constitution does not allow the president's swearing-in to be postponed, and say new elections should be called if Chavez is unable to take the oath on time.

But Attorney General Cilia Flores insisted the constitution lets the Supreme Court administer the oath of office at any time if the National Assembly is unable to do it Jan. 10 as scheduled.

"Those who are counting on that date, hoping to thwart the Revolution and the will of the people, will end up frustrated once again," Flores said. "What we have is a president who has been re-elected, he will take over, will be sworn in on that day, another day, that is a formality."

If Pranav Mistry has his way, people around the world can build their own wearable 'SixthSense' --which uses a camera that understands human gestures -- at a cost of less than Rs 15,000 ($300) by obtaining the software he developed for free in the next few months.

Mistry, a PhD student in Pattie Maes' Fluid Interfaces Group at MIT's Media Lab, is the genius behind SixthSense, a wearable device that enables new interactions between the real world and the world of data.

"I notice that it's hard to for these kind of things to market in some sense. . . because I don't want this to comply with some of kind of corporate policy," he told PTI in Mysore on Friday on the sidelines of TED conference being held in India for the first time.

"Rather than waiting for that time to come, I want people to make their own system. Why not?"

"People will be able to make their own hardware. I will give them instructions how to make it. And also provide them key software...give them basic key software layers. . . they will be able to build their own applications. They will be able to modify base level and do anything".

In his latest demo, he attached a microphone to the paper and was able to use it as a touch interface, play 3D games, watch movies, and seamlessly transition work between a PC and his interface.

The demo received a huge round of applause from the audience at TED, but he saved the best for last.”I am trying to make this tech available to people, and I will provide all the open source software for Sixth sense starting next month.” said Pranav Mistry when talking to the host Chris Anderson.

Re-thinking the way colleges teach critical thinking

For the past couple years, I've been working as a science communicator on two fronts, as a freelance science writer and a community college Earth science instructor. I've seen, from many angles, the difficulty people have understanding and assessing scientific issues. With topics that are publicly contentious, those difficulties rarely arise from a simple lack of understanding. Other things get in the way. A student once said to me, "Well, I'm a conservative, so I don't believe in climate change." The frankness of that statement opens up a window into the obstacles science faces in the public sphere. (If only those who post internet comments were as honest with themselves...) The combination of science writing and education has influenced my approach to both, which share a common, overarching goal: to reach out to people and present them with the power, wonder, and relevance of science. Like most educators, one of my central aims is to impart critical thinking skills-- to help students make sound decisions in a confusing world of conflicting information, sales pitches, and smooth-talking politicians. Though critical thinking is universally regarded as a pillar of higher education (including by employers seeking college graduates), results show that students are not developing their critical thinking skills to the extent we expect. For their 2009 book, Academically Adrift: Limited Learning on College Campuses, Richard Arum and Josipsa Rocksa followed a little over 2,300 college students through their first two years of school. They found "a barely noticeable impact on students' skills in critical thinking, complex reasoning, and writing" and "no statistically significant gains [in these skills] for at least 45 percent of the students." These students may be learning things, but they're not becoming better thinkers or writers. That's a remarkable failure to realize the promise of a college education--and that disappointing reality actually appears to have gotten considerably worse over the last few decades. It's irrelevant how much blame should be placed on the school and how much on the students. We must get better results. As an educator, I've constantly struggled with how to stimulate growth in these skills. In an introductory Earth science course, my first job is to teach my students about plate tectonics, soil formation, oceanic and atmospheric processes, the climate system--all the things that comprise a firm foundation to build on in further classes. But the vast majority of my students will never take another Earth science course, and while this information is still useful in their lives (a point on which they may not particularly agree in the moment), there are more important things to be teaching them. There are larger points, like the nature of science and scientific thinking, and the perspective brought on by an appreciation of the complexity of Earth systems and the mind-numbing scale of the universe. In the face of this balancing act, the traditional approach is often to simply focus on the details of a particular science (to build that foundation for prospective majors) and assume that all the students will absorb the other stuff in the process. Scientific literacy and critical thinking skills are seen as natural side-effects of studying a science. Critical thinking by osmosis. I don't think it reliably works that way, especially for students who expect to struggle with and be bored by science classes from the outset. It's easy to sit through a class, memorizing some facts and working through assignments with minimal effort, without ever actually engaging with the scientific process that created this knowledge. I fear that too many of my students have done exactly that. Increasingly, I've found myself addressing these big-picture, take-home points explicitly. For example, before the first box of minerals and rocks comes out of the closet, I now dedicate a couple weeks to critical thinking and the scientific method. This progression of teaching style reached its (perhaps) natural conclusion when I realized that what I really want to do is give these students an entire semester on critical thinking and the nature of science. And why not? Why continue to pound the square peg through a round hole, herding disinterested students through "Physics for Poets" or "Rocks for Jocks" (their calculated paths of least resistance through science requirements), hoping that they'll pick up these key skills along the way? There are many great reasons for students to experience various fields of science, but why not address critical thinking directly, as well? This is hardly a radical thought, and I'm far from the first to think it. For decades, there have been pushes to teach these skills formally, which have ebbed and flowed with the educational tides. The Association for Informal Logic & Critical Thinking and the Foundation for Critical Thinking, for example, have long been advocating for better critical thinking instruction. Where standalone critical thinking courses exist, however, they are mostly found within the humanities and social sciences. Those courses often center on argumentation and literary criticism, or instead on the philosophy of logic, but there are opportunities to expand this-- particularly by giving science a larger presence. I think there is an enormous amount of untapped value in a broader model. I envision a course that incorporates many facets of critical thinking. Students should get an introduction to logic. They should learn a bit about cognitive science to understand some of the biases and mental shortcuts we all subconsciously employ. (How can you think at a high level without the awareness that there are wayward tendencies in your thinking machine that sometimes require troubleshooting and maintenance?) They should study some of the tools of rhetoric so they can identify the art of persuasion at work, particularly when they're being targeted by it. And they should study the scientific method in this context, as a reliable guide through a treacherous terrain full of pitfalls and mirages. These topics have one big thing going for them--they lend themselves very easily to an active and engaging classroom that fosters the ideal conditions for genuine learning and development. That's a struggle in many subjects, but here it just comes naturally. Most of these concepts are best taught through application to familiar, real-world case studies. Fortunately, American culture is absolutely saturated with object lessons (Jersey Shore, anyone?) and sandboxes in which to hone skills. Student discussions absolutely beg to be facilitated--another fantastic learning environment. All students have opinions and perspectives that they bring to these issues, and the sharing and sifting of ideas among classmates should elicit the very critical thinking skills that we're after. Few things encourage intellectual maturation like recognizing and examining the assumptions behind one's opinions, and the course would be flush with opportunities to do so. Take the public conflict over vaccinations, for example. Combing through the arguments of "anti-vaccine" advocates would reveal ways in which complicated information is misinterpreted and would illustrate the persuasive power of anecdotes. Digging deeper into the science strips the issue down to what we do and do not know, and how new knowledge would be acquired. Turning to the arena of public opinion, you can evaluate how others arrive at their opinions through a range of rational and emotional avenues. From there, you're ready to put the spotlight on your own mind. How did you really form your initial opinion? Does it need to change? If you can genuinely lead students to ponder their way through those thorny thickets, how can they not come out the other side with new eyes? Like children who don't notice the vegetables hidden in their favorite cheesy casserole, I think students would actually really enjoy a class like that, challenging and cognitively nutritious though it would be. It's not hard to make this a fun and enlightening experience that sticks with students. Contrary to the criticism that classes like this would merely be weekly exercises in debunking, critical thinking is as much about problem solving and extracting meaning from complexity as it is about not falling for hokum. (Of course, conspiracy theories and sasquatches would certainly make an appearance.) And this is where science fits in so naturally. Practice with a scientific way of thinking--developing conclusions that flow from the data, rather than cherry-picking data to support your pre-existing conclusion--adds such an important tool to the kit. There is a need for a more inter-disciplinary alliance to bring many elements of critical thinking into one coherent experience for students. While each element is worthy of a semester-long deep-dive of its own, it's not easy to get even a single semester with students, and I'd argue that a broad survey is the most efficient use of that time. There are many, many factors contributing to disappointing outcomes in higher education--from changing student attitudes toward academics, to the rising tuition costs that drive students to work more while they're in school, to problems in the K-12 education system-- and there is no silver bullet that can take us were we need to go. But, as Albert Einstein recognized, "The value of an education in a liberal arts college is not the learning of many facts but the training of the mind to think something that cannot be learned from textbooks." Colleges are not like the Field of Dreams (if we build it, they will think?), and it's high time we rolled up our sleeves and got serious about making that training happen. If Pranav Mistry has his way, people around the world can build their own wearable 'SixthSense' --which uses a camera that understands human gestures -- at a cost of less than Rs 15,000 ($300) by obtaining the software he developed for free in the next few months.

Mistry, a PhD student in Pattie Maes' Fluid Interfaces Group at MIT's Media Lab, is the genius behind SixthSense, a wearable device that enables new interactions between the real world and the world of data.

"I notice that it's hard to for these kind of things to market in some sense. . . because I don't want this to comply with some of kind of corporate policy," he told PTI in Mysore on Friday on the sidelines of TED conference being held in India for the first time.

"Rather than waiting for that time to come, I want people to make their own system. Why not?"

"People will be able to make their own hardware. I will give them instructions how to make it. And also provide them key software...give them basic key software layers. . . they will be able to build their own applications. They will be able to modify base level and do anything".

(AP) ? Friends and family who had all but given up on seeing anyone brought to justice for the murder of a young Illinois girl more than 50 years ago said they were at peace Monday after a former police officer was sentenced to life in prison.

Jack McCullough, 73, was convicted in September in one of the oldest unsolved crimes in American history to make it to trial. He was sentenced in a small town courtroom a few blocks from where Maria Ridulph played with a friend on Dec. 3, 1957, before she was grabbed, choked and stabbed to death in an alley. The 7-year-old's body was found months later, dumped in woods more than 100 miles away.

The little girl's friends and relatives didn't utter a sound or betray the slightest emotion as a silver-haired Jack McCullough stood, turned to them and proclaimed his innocence.

"I did not, did not, kill Maria Ridulph," said McCullough, who grew up in Sycamore and was 17 when Ridulph died. "It was a crime I did not, would not, could not have done."

Judge James Hallock admonished McCullough to face him, not the spectators, and a sheriff's deputy stood behind McCullough to block his view of Ridulph's relatives and the childhood friend who was left behind.

"He can say all he wants to say," Kathy Chapman, now 63, said afterward. "This finally puts this part of my life to a resting point."

Chapman had been playing with Ridulph in the snow when she ran home to get her mittens, leaving her friend with a teenager who had been giving them piggyback rides. When she returned, both were gone.

While Chapman and others had waited 55 years for justice for Ridulph, and they made it clear they weren't going to let McCullough hurt or affect them again. When the sentencing was over, they simply left their seats and walked out of court.

"I'm satisfied," said Charles Ridulph, Maria's older brother.

"This is all we could expect," Chapman added, referring to the life sentence. Illinois abolished the death penalty last year. "Now Maria is finally at peace."

Monday's hearing was the latest chapter in a case that started during a more trusting and innocent era, when people across the country and particularly in small towns like Sycamore, left doors unlocked and parents didn't give much thought to their children hopping on bikes and riding off with friends ? or playing in their front yard.

No crime like this had ever happened in Sycamore, and the abduction of a child was rare enough anywhere that the before the massive search ended with the girl's body found in a forest the following April it was said President Dwight Eisenhower and FBI Director J. Edgar Hoover asked for daily updates on the investigation.

In asking for the longest possible sentence, DeKalb County Assistant State's Attorney Victor Escarcida tried to capture just what McCullough did to the people in the courtroom, who were children themselves when the girl vanished.

"Jack McCullough left a lifetime of emotional wreckage in his wake," he said. "Jack McCullough made Sycamore a scary place. Now there was a true boogeyman living among them."

But nobody knew it was McCullough. Though he was one of more than 100 people who were briefly suspects, he had what seemed like a solid alibi. On the day Ridulph vanished, he told investigators, he'd been traveling to Chicago for a medical exam before joining the Air Force.

McCulllough spent years in the military, first in the Air Force and then in the Army. He eventually settled in Seattle, working as a Washington state police officer.

McCullough might have lived out his life quietly, but on her deathbed in 1994, his mother told McCullough's half-sister, Janet Tessier, that she'd lied to police when she supported her son's alibi.

Once a new investigation was launched, authorities went to Chapman, Ridulph's childhood friend, and showed her an old photograph if McCullough. A half century later, she identified him as the teenager who came up to them that snowy day and introduced himself as "Johnny."

Chapman and Janet Tessier both testified at trial.

McCullough did not. On Monday, he pointed to a white box that he said contained 4,000 pages of FBI documents that he said would prove he was not in Sycamore when Ridulph disappeared. His attorneys had argued during the trial that the material supported McCullough's alibi, but Hallock ruled it inadmissible because the people in the documents were dead and could not be cross-examined. On Monday, McCullough's attorney said there would be an appeal and that the FBI documents would be part of that appeal.

McCullough, who suffers from heart and blood pressure problems, also was sentenced to five years for kidnapping ? the maximum sentence for that crime in 1957. He will be eligible for parole in 20 years, his attorney said.

LONDON (AP) ? HSBC avoided a legal battle that could further savage its reputation and undermine confidence in the global banking system by agreeing Tuesday to pay $1.9 billion to settle a U.S. money-laundering probe.

Europe's largest bank by market value will pay the biggest penalty ever imposed on a bank after facing accusations it transferred funds through the U.S. from Mexican drug cartels and on behalf of nations such as Iran that are under international sanctions.

It's the latest scandal to hit banks over recent years since the financial crisis started in 2008. Hours earlier, Standard Chartered PLC, another British bank, signed an agreement with New York regulators to settle a money laundering investigation involving Iran with a $340 million payment.

"These banks are operating in an environment where you can't afford to have uncertainty attached to your name, and they are dependent on confidence from their investors," said Sabine Bauer, director of financial institutions at Fitch Ratings. "And that makes them keen to get past such events very quickly and settle."

Despite the high price of the settlement, markets greeted the HSBC's swift agreement. HSBC Holdings PLC's share price in London was trading 0.2 percent higher at 642 pence. Standard Chartered's was flat at 1,498 pence.

Analysts said two British-based banks will be able to absorb the cost of the settlements.

According to Shore Capital analyst Gary Greenwood, the penalties are equivalent to around 9 percent of each company's 2012 pretax profits.

"The certainty is clearly welcome and helps to draw a line under the situation," said Greenwood. "In terms of knock-on effects, we think it is likely to lead to higher ongoing compliance costs and perhaps some minor loss of business in the U.S, but nothing that will be particularly material to either company."

Banks are facing greater scrutiny since the financial crisis. A string of banking scandals have highlighted lax oversight and a culture of arrogance and entitlement.

Money laundering by banks has become a priority target for U.S. law enforcement. Since 2009, Credit Suisse, Barclays, Lloyds, and ING have all paid big settlements related to allegations that they moved money for people or companies that were on the U.S. sanctions list.

HSBC conceded that its anti-money laundering measures were inadequate and that it has taken big steps in beefing up its controls. The bank also said it has reached agreements over investigations by other U.S. government agencies and expects to sign an agreement with British regulators shortly.

"We accept responsibility for our past mistakes," said HSBC Chief Executive Stuart Gulliver. "We have said we are profoundly sorry for them, and we do so again."

A U.S. law enforcement official said the sum HSBC was paying would include $1.25 billion in forfeiture ? the largest ever in a case involving a bank ? and $655 million in civil penalties.

Under what is known as a deferred prosecution agreement, the financial institution will be accused of violating the Bank Secrecy Act and the Trading With the Enemy Act, the official said. The source spoke only on condition of anonymity because officials were not authorized to speak about the matter on the record.

In return for being spared prosecution, HSBC said it would continue to strengthen its compliance policies and procedures. Its performance will be evaluated by an independent monitor over the 5-year term of the agreement with the Department of Justice, which has used such arrangements in cases involving large corporations, notably in settlements of foreign bribery charges.

"The HSBC of today is a fundamentally different organization from the one that made those mistakes," said HSBC's Gulliver. "Over the last two years, under new senior leadership, we have been taking concrete steps to put right what went wrong and to participate actively with government authorities in bringing to light and addressing these matters."

Last summer, a Senate investigation concluded that HSBC's lax controls exposed it to money laundering and terrorist financing.

In regard to HSBC and Mexico, the Senate investigative committee reported that in 2007 and 2008 HSBC Mexico sent about $7 billion in cash to the United States. It said such a large amount indicated illegal drug proceeds.

HSBC affiliates also skirted U.S. government bans on financial transactions with Iran and other countries, according to the report from the Senate Permanent Subcommittee on Investigations. And HSBC's U.S. division provided money and banking services to some banks in Saudi Arabia and Bangladesh thought to have helped fund al-Qaida and other terrorist groups, the report said.

The report also blamed U.S. regulators, claiming they knew the bank had a poor system to detect problems but failed to take action.

Sen. Carl Levin, D-Mich., the committee chairman, cited instances in which HSBC had promised to fix deficiencies after being sanctioned by regulators but failed to follow through.

Levin also said the Office of the Comptroller of the Currency, the U.S. agency that oversees the biggest banks, tolerated HSBC's weak controls against money laundering for years and said agency examiners who had raised concerns were overruled by their superiors.

HSBC, which in 2011 had net income of $16.8 billion and operates in about 80 countries, has grown quickly in recent years by acquiring banks around the world that became its affiliates. Its far-flung affiliates operated with a degree of autonomy that left top bank officials with less than full authority and control, experts say. Each affiliate had its own officer to oversee compliance with laws to prevent money laundering.

Nigel Morris-Cotterill, head of the Anti Money Laundering Network, a consultancy, said international banks face conflicts between laws and regulations in different countries.

"There are times when the lines are blurred, when you're not clear exactly where the edge is," he said. "If you step over the edge you get slapped, but often you don't know where the edge is."

On Monday, HSBC announced that Robert Werner, a former head of the Treasury Department agencies responsible for sanctions against terrorist financing and money laundering, is taking a new position in HSBC as head of group financial crime compliance and group money-laundering reporting officer. Werner has been head of global standards assurance since August.

In January, HSBC hired Stuart Levey, a former Treasury undersecretary for terrorism and financial intelligence, as its chief legal officer. And a former policy adviser in the Obama administration, Preeta Bansal, in October became HSBC's global general counsel for litigation and regulatory affairs.
